Governing bodies

General Meeting of Founders

The supreme governing body of the Foundation: determines the strategic direction, approves key policies and decisions, oversees compliance with the Foundation's mission, and ensures alignment with its statutory objectives.

Director

The chief executive officer of the Foundation, responsible for overall leadership, strategic management, representation of the Foundation, and implementation of decisions adopted by the Governing Body. Ensures compliance with applicable legislation, donor requirements, and international standards of good governance.

Deputy Director

Supports the Director in operational management, coordination of departments and projects, and implementation of strategic initiatives; may act on behalf of the Director within delegated authority.

Accounting and Human Resources Unit

Responsible for financial management, accounting, budgeting, payroll, and human resources administration, ensuring compliance with financial regulations, donor requirements, and internal policies.

Independent Auditor (Revisor)

Provides independent oversight of the Foundation's financial and operational activities, ensuring transparency, accountability, and proper use of funds in line with international best practices.

Fundraising and International Relations Department

Manages partnerships with international organizations, donors, foundations, and foreign partners. Leads fundraising efforts, proposal development, donor communications, and international cooperation.

Project Implementation Department

Responsible for planning, coordination, and implementation of national and international projects, including donor-funded initiatives. Ensures compliance with project objectives, timelines, budgets, and reporting requirements.

Audit, Monitoring, and Evaluation Department

Conducts internal audits, monitoring, and evaluation of projects and programs. Ensures compliance with internal standards, donor requirements, and M&E frameworks, and supports evidence-based decision-making.

Expert Review and Research Department

Provides legal, regulatory, policy, gender, and anti-corruption expertise. Conducts applied research, prepares analytical reports, policy briefs, and expert opinions in accordance with international standards.

Appeals and Inquiries Handling Unit (Grievance Mechanism)

Serves as an independent mechanism for receiving, reviewing, and addressing complaints, appeals, and inquiries from beneficiaries, partners, and stakeholders, ensuring accountability and protection of rights.

Analysis of housing and construction legislation; recommendations on energy efficiency and housing affordability.

Innovation and IT Projects Committee

Support for innovative and IT projects; expertise in artificial intelligence, data and digital rights; recommendations on digital regulation.

Environmental and Climate Committee

Environmental and human rights expertise; monitoring of compliance with environmental legislation; climate and sustainable development research.

Youth and Volunteering Committee

Youth development projects, raising awareness of human rights, internships, summer schools and mentoring programmes.

Research and Academic Committee

Theoretical, applied and sociological research; national reports and analytical studies; an evidence-based approach in projects and advocacy.

Training and Professional Development Committee

Professional development courses for government bodies, business, NGOs and educational institutions; trainings, seminars and workshops.

Lawmaking and Regulatory Reform Committee

Proposals for legislative amendments; recommendations on the implementation of international law; participation in working groups under government bodies.

Oversees preparation, editing, and publication of analytical reports, policy papers, research outputs, and educational materials, ensuring quality and consistency with international standards.
